I'm pretty sure it is a joke, because the reponse you get from picking the chouice seems to be making fun of you for doing so, that and all the other items in the game you have to click on in the inventory in order to use them.

I'm pretty sure you can't get the cop's gun -- but there is another weapon you can get.

I could never figure out how to create the broom handle spear thingie.

I remember I had the broom and the box cutters, but I couldn't do anything with them or find anything else on the shelves.

You can get the cop's gun by using Mr. Pointy and a certain trait. When the story asks you, however, you'd be lying, and the engine deducts points accordingly.
