Didn't event work couldn't create character

I cant get any further than choosing my own district because it has no way of actually choosing

To the person that just left the confused comment: this is an unfinished, never published game by someone who hasn't logged in since 2014. What you see is all you're getting.

I can't get past the point where you pick a district - please let me know how to fix this or if anyone else is experiencing this issue!
