Little Help?

Hell City, the year is 2042. Many advancements have been made in the field of technology and unlocking human potential. Cyborgs, animal hybrids, and people with seemingly magical powers are all very real and live amongst normal every day to day citizens. Though, none of that matters. Not really. In Hell City you do what you can to survive, be it stealing or even murder. Anything goes, there is no law, no real law anyway. The only law that exists is there to make sure no one blows to much shit up. Hell City spans roughly twice the size of New York and is split up to two parts. Alpha and Omega. Alpha, where the upper-class and middle class live. It has everything you could ever need and more, homes, stores, jobs. Whereas Omega is the desolate half, the half of the original once fully grand Hell City. Omega was once just as grand as Alpha, that was before an event known as the 'Meteor' happened. No one is sure what exactly caused it, but hundreds of thousands, if not millions, were lost when it hit. Though, to avoid the crime spilling over to the rest of the world the Worlds' governments all pitched in and rebuilt Hell City to the best of their ability. In Hell City anything is possible. People come for different reasons. To get away from it all, to make a new life, or because the concept of mass homicide appeals to them. What is yours?

For this Storygame, there are four different characters with their own lifepaths; a cowardly gang leader, a girl with multiple personality disorder, a bomb enthusiast, and the Grim Reaper, who has to handle sending all of the deceased in Hell City to the afterlife.

Is admission to Hell City permanent? Otherwise, got people wandering in for a spate of murdering and puppy kicking, then head home for groceries. HC is their adrenaline rush. Basically, if there's such a hard divide between law, and lawlessness inside, going to be a lot of spillover around the outskirts. Like a company building a mining town in the middle of nowhere, going to change the enivronment and economy, and have non-affiliated people making a buck on the outskirts.

Aside from that, sounds an interesting enough starting point.

Yep. Once people enter Hell City, they can't leave. One of the characters (cowardly gang leader) has  wound up in there due to bad circumstances and now can't get out of  the city, which will be the conflict faced if someone chooses his lifepath. The Grim Reaper LP focuses on being the outside looking in. The multiple personalities lifepath sort of goes with the story of those who snapped  long ago (two out of three of the personalities are basically like the Hydes to one of the persona's Jekyll). As for the bomber, it's about the "business" part of HC, slowly escalating to making crazier plans about building bombs and destroying things—in contrast to the multiple personality one being about the one who snapped long ago, this lifepath would be the slow descent into insanity. Something like that.
