I agree with both of these points. Rather than having public article ratings, we could have an anonymous feedback section for articles visible only to article moderators that would help improve the quality/helpfulness of articles.
At the bottom of each article, you could have: "Was this article helpful? Yes No" and when you click on one of them it'll show up with a textbox where the reader can leave feedback like "the language used in the scripting article was too complex, could you dumb it down for people who aren't coders?" and so on.

I like the idea of the feedback. Since articles need to be approved by someone beforehand, I don't think there's a need for them to actually be rated.
