No. Every time you visit a page, it records that in a list. When you click on PREVIOUS PAGE, it goes to the last page on the list, and removes it from the list. That way if you have two Previous Page links in a row, it will take you "back" two pages, instead of back and forth. At least in theory. I don't know if it's been tested recently.
