I feel like there's a word for something like this, but I've come up dry every time I look for it. Is there a word for the little section of floor that happens when you come up the stairs, and it has like a railinged-off section overlooking those stairs?

Yeah, I think landing would be a great answer.

Mezzanine? If you mean like a second floor balcony thing under the same ceiling. Otherwise it sounds like you're describing a landing.
