is there any way to have a page locked unless you did something earlier or unlock variables by doing so? (without getting an item)

let's say you kill someone. later in the game you meet their sister. can you get them to say different things depending on their brothers state of being

Yes, and it sounds like you already know how to do it.

Just store what you want to record as a variable, and send them to a different page base on that variable (using link restrictions).
