Well, first of all, I think when you're banned you should still be able to log in, but can't post or comment, allowing the banned person to receive a notification so they know that they are banned. This way, when they get banned they won't make a few alts to try and post in the bugs and problems section about how there account isn't working in case they don't know what happens when you are banned.
