I don't believe this is stated explicitly anywhere on the website. What is the minimum page count for a published storygame? In my experience it seems to be at least 20, but I don't know the lower limit.

I'm sure I could post a single page story that met minimum standards. Just write your story and just focus on quality rather than metrics.

That's my attempt, but it won't allow me to publish it due to insufficient pages. The game is meant to be lengthy in word-count but short in pages.

I've seen stories that are less than 20 pages, so if there's a limit it's not that. More than likely there's some formula there that looks at the amount of text and the amount of links combined. Maybe just...add a few more choices? It can't hurt, and it'd be difficult to call it much of a CYOA without them.
