When we get sounds, have a my sounds or my music folder.

Why not just have a "sound imput box" that gets checked weekly and than have that person see if that music is copywrited? If it's not than it's added to a Universal Music area to let everyone use. If you really want to have your own sounds embed them in your game. I know it's possible to have autoplay and invisible music player with HTML.
