Not necessarily. A ham is somebody who's loud, or verbose, or boisterous, or somehow calls a lot of attention to themselves when speaking or performing. William Shatner is a ham, and so is Gilbert Godfrey. The kind of actors that usually play themselves and have big personalities and charisma are good hams. The annoying class clown or the gossip on the witness stand are bad ones. Half-baked can relate to craziness, but usually in that context it's about weirdness resulting from not having been thought through very well. That's what half-baked means, foolish, not fully thought-through, lacking a sound basis, that kinda thing... Much like your understanding of these two terms. OHOHO!
