It doesn't. It is more of a bunch of code than it is an actual person. The tagging system is fairly recent, so it is unlikely that Alexp would take the extra time to code cysid to respond to users' tags. Of course, unless I am mistaken, admins can change the passwords of other accounts. So, it would be possible for madglee or JJJ-the banisher to access cysid's account and make it respond to your tag.
