They're like a gold star from the admins when you make worthy forum posts, or you can get them from writing reviews that are good enough to be featured. (Those are the ones on storygames with the star next to them.)
But you get the most from writing a storygame good enough to commend, and in that case the site just calculates out the amount based on the story length.
