This is getting frusterating. If this continues to be a problem, we will have to do something. Perhaps a publishing-approval system for new users (e.g., first 3 games need approval by a moderator before being published).

That would work. This feature would take time to develop, and I'd rather not focus on it now. But, here's what I'm thinking ...
When a game is published, it is put in a status called "Pending Publication". Moderators would be emailed and notified of the publication and would go to a website that lists the pending games and can approve them from there.
The email would be optional of course (if you have unchecked RECEIVE EMAIL on the MyProfile).
