I've noticed that the site sometimes replaces apostrophes with "'" but I can't figure out if it's a bug or the site trying to be annoying.

Its an interpretation issue. In computers, the apostrophe and quotation marks are special. They're so special that they don't always function as normal. When you want to use them on and in web pages, you have to put special code in to ensure that the page can tell the difference between the special character and one that you actually want to have appear on the page. In one or two places on this site, that special code (for the special character) isn't quite right. The original coder of the site doesn't have a lot of time these days to update code, so that's an issue we all just sort of live with for right now.

It's nothing new. Heck, when I was n00b, I pointed it out as well.

No, it won't have any other effect, just the characters and numbers appearing in a couple specific spots. If you don't use single or double quotes, you'll never see it.
