I'm not exactly a newbie at this point, but there's still a few things I haven't mastered and a lot I don't know, so.... this would be one of those things. 

How does a story get featured? And how do comments get those little stars by them?

A story gets feature when an admin/the admins decide it's one of the best in the category and deserves to be feature as such.

Comments getting stars is remnant of when we were doing "feature comments" (good/constructive comments about a story), but that's been at a standstill since JJJ left (actually even when he was here they were still neglected shortly after they were started).

Suggest a featured comment. I featured comments for about twenty storygames earlier this year and sent PMs to JJJ for him to award the points. You guys actually get points for suggesting comments as well as having one of your comments featured. I'm gonna look through that thread now.

I don't suppose there's any good way to get their attention for a particular story...? xD

Yeah, you just post a thread in the Parlor Forum called "STORY X should be Featured" and explain why...
