Same with me. I tried to submit a 'What NOT to do in the Forums' article, and it sadly didn't save. Thankfully, I copy and pasted it into notepad.

Yeah, some people are having this problem, but others are not.  Kiel submitted an article recently and it went through, as did Tacocat.  I submitted an article months ago, and it worked, but now I get that error from every device.

Berka said it's not something he can figure out, for some reason it's trying to save to the C drive.

First time I tried to post it, it gave me the error. Clicked the back button, copy/pasted, saved, then tried the submit again and it worked. Somehow ended up with three blank saves though.

There is another bug report posted about this issue, with the helpful title "Submitting Article Bug."

Giving your post a non-indicative title makes it harder for future posters to figure out if someone else already submitted a bug report.
