As of now, there is no way to post pictures on the the forums. (At least for me on Chrome. Trying to post from source code doesn't allow you to click Post Message and there is no pictures button normally.)
I can on IE, and the smilies work too.
I've made a mention of it in one of the update threads that you can't post while in Source mode. An easy way around this for the meantime is to turn Source mode off and then click post.
