Well, when you delete somebodyes comment it should send them a PM saying "Your comment *Insert comment text here* has been deleted by "Moderators name* on *Date of Deletion*, please take more care in your commenting and if yo uhave any complaints with the deletion please cntact Alexp, march5th00 or Chocobot.

If you can track ratings through usernames but you can't track comments to username.  lol

no you can track messages in forums obviously.
