I've got a quick question, can video files be inserted into the stories without it being an entire movie?

I don't understand the question. You can insert video files in a story. I don't know of a way to play only part of a video file that you've inserted.

Maybe they mean embedding video files? Like how you can embed a youtube video in a browser?

Yeah, I think you'd have to upload your video to a different site that can be embedded here via HTML.
