Turn off the RTE to deal with the can't post at all issue. (Depending on the phone, checking Desktop Site in the browser settings might work, but getting rid of the RTE will fix it for good.)
To get around the disappearing button when reviewing, after you write the review (and you may want to copy it first to be safe) hit the back button on your browser, then go forward again. This will resize the window, and your text should still be in it.
Remember, that's go forward using the go forward button on your browser. Hitting a button on the ratings page will just reset everything and make it not work.
