A council that decides if a user is banned. Whether made up of mods/admins or not, it will help prevent bias and promote fairness when a user is requested to be banned. Perhaps a new forum section for people to post their opinions on other players (Fairly and without being insulting, of course), and request bans could help as well.
If you wanna be technical, the old council technically still exists.
It's just went inactive. As long as the Admin's/Mods approve we could reboot the council and start using it again when needed.

I think people might be over-hyping the council a bit. Sure we got requests, but I think we only banned once or twice. Banning is a big thing, more often than not people found the requests too trivial to ban for.
