As far as "cheating" the system -- one way we would look for that is someone getting multiple referals from the same IP address. That would be frowned upon -- so, like if you had your friends over your house and had them sign up for an account on your computer, that probably wouldn't count if you made it a habbit.
Interseting note, back when paypal was giving away $10 per referal and $10 per signup, I would pay people $5 - $10 to come to my cube and sign up with a paypal account -- they would then transfer me the money. PayPal aparantly didn't care -- I did end up with a few hundred in my paypal account from doing that :-)
