I would like to see a minimum page count, something small, like twenty. Before twenty is reached,  the story ought to be unpublishable. This would eliminate the demos, as well as most of the truly crappy stories.

Of course, I use twenty only as an example. It could be any number.

I'm not really in favor of this, as games of a certain type (like puzzle games) often have less than 10 pages but still have a high rating. Furthermore, the kind of system you're proposing is already (partially) covered by the minimum site standards, i.e. games with a length of 1 and a rating of 1 or 2 are deleted.

I'm with Rom, I don't really like this idea. We kinda already have a minimun page requirement, there is no need to enforce another one.

It needs to be lower than 1. The influx of Warrior Cats could easily be stopped with a page limit.

And you can always create unlinked pages to boost the page count. It doesn't work like that: there is no magic "stop crappy storygames" button
