I mean I've always heard "Start the story when things get interesting." I mean there might be merit to starting it sooner to establish a normal, but that's the general rule.

I mean read enough fiction of any kind and you'll see there's no hard rule on this.

I personally prefer stories that take a little time to establish a baseline of normality before threatening it though. It'd be hard to care about the Shire if we hadn't spent some time there at a birthday party before other things happened.
