I think the thief might have gotten frozen.... If I remember correctly. But I don't think they use paper money anywhere in the story, because they all use coins, and the only notable money that is actually discussed is the Mallorean Red gold that lures people into excessive greediness that makes people do anything for more of the red gold. But I haven't read all of David Eddings stories, and maybe the one you're thinking of is in another of his series and isn't part of the Belgariad/Mallorean series.
