Okay, it is already restricted to everyone but Admins but what if you had over 400 pts you could make a message in the News and Updates collum.

Its "better" to just ask the admins if they can put up, a message for you.

How many people do you know use these forums wrongly except for a few newbies and pests.

NEWS & UPDATES are things done to the site, or things sponsored by the site.

Since only the owners ("admins") can make changes to the site, you really couldn't comment on that.

Since only the owners ("admins") can officially sponsor something (like a contest), it only makes sense.

Correct -- however for there to be an "official" contest, it need be sponsored by the "owners."
